On November 4, 2025, the International Talent Co-Founder Program (ITCP) officially launched at the Beijing (Wangjing) Overseas Students Center, with senior participation from the Chaoyang District Bureau of Talent Work and partner agencies.
ITCP is the institutional backbone of the Startup Alliance ecosystem. For international founders, it answers the hardest question of building in China: how do I actually reach the government?
What ITCP does
- Direct agency access — a single, trusted channel into 12+ municipal and district agencies: market regulation, immigration, talent affairs, science & technology and more.
- Policy navigation — eligibility review and application support for the incentives founders actually qualify for, including the Chaoyang Youth Sci-Tech 15 Measures for founders aged 35 and under.
- Registration coordination — company setup, licenses and filings coordinated end to end, bilingually.
Why it matters
China's policy support for international founders genuinely exists — but historically it has been hard to find, hard to read and hard to claim. ITCP closes that last mile. Instead of navigating a maze of bureaus, founders get one point of contact and a guided path.
